  • Recommendation:

    That the agenda of the May 27, 2024 Regular Council meeting be approved as circulated.

  • Recommendation:

    That the minutes from the May 13, 2024 Regular Council meeting be adopted as circulated.

Correspondence from the CRD dated April 15, 2024 requesting municipal consent for Bylaw No. 4588, a bylaw to authorize the borrowing of fifty million dollars ($50,000,000) for the purpose of financing the Regional Trestles Renewal, Trails Widening and Lighting Project.

  • Recommendation:

    That Council [consent/not consent] to the CRD adopting Bylaw No. 4588, “Regional Parks Loan Authorization Bylaw No. 1, 2024”. 

Correspondence from The Rotary Club of Sidney by the Sea dated April 22, 2024, requesting to enter into an agreement with the District to develop Newman Field as an "All Abilities" accessible allotment garden.


Staff recommendation: That the correspondence be referred to staff to report back to Council.

  • Recommendation:

    That Council support by resolution a $60,000.00 joint application between The District of Central Saanich and the District of North Saanich for the Community Emergency Preparedness Fund – Emergency Operations Centre Training and Equipment.

  • Recommendation:

    That a frontage exemption to the I-1 Zone from 30.0 m to 18.291 m and to the 10% frontage requirement in S.512 of the Local Government Act from 24.229 m to 18.291 m to create a fee simple lot for a road reserve parcel for 2070 Keating Cross Road be approved.

  • Recommendation:

    That Central Saanich Financing for Heating System Retrofits Local Area Service Bylaw Amendment No.12, 2201, 2024, be adopted.

    1. That Loan Authorization Bylaw No. 2198, 2024 be introduced and given first reading.

  • Recommendation:
    1. That second reading of Zoning Bylaw Amendment Bylaw No. 2196, 2024 (Bill 44 – Housing Amendments for Small Scale Multi-Unit Housing, Inside Urban Containment Boundary) as read and amended May 13, 2024, be rescinded.  
    2. That Bylaw No. 2196 be given second reading, as amended. 
    3. That as directed on May 13, 2024, a public hearing on No 2196, 2024 be scheduled for June 10th to consider permitting more than the minimum number of prescribed housing units of Bill 44. 

Report from the Director of Planning and Building Services.

  • Recommendation:

    That Staff be directed to amend Zoning Bylaw Amendment Bylaw No. 2172, 2024 (Bill 44 – Outside of the Urban Containment Boundary) to maintain single family dwelling use in the A-3, A-5 and A-7 zones and include a secondary suite as a permitted use in these zones, as well as only permitting a secondary suite, as opposed to an accessory dwelling unit, in the RE-5 zone.

Public Hearing held July 10, 2023. Associated bylaws were adopted on January 22, 2024 at the Regular Council Meeting. Approval of the Development Permit is outstanding.

  • Recommendation:

    That Development Permit No. 3060-20-8/22 (7701 East Saanich Road) be authorized for issuance.

Notice of motion regarding accessibility at Island View Beach.


For introduction.


WHEREAS it is reported that the Island View Beach Regional Park receives over 325,000 visits per year;


WHEREAS the Capital Regional District has not officially updated the Island View Beach Park Management Plan since 1989;


WHEREAS the District of Central Saanich is working within its strategic plan to prioritize accessibility improvements for residents of varying ages and abilities;


THEREFORE BE IT RESOLVED that the District of Central Saanich reach out to the Capital Regional District via the Regional Parks Committee to consider the development and potential partnership with the District on park accessibility improvements around three major areas:

  1. parking facilities;
  2. Trails and kiosks; and
  3. Development of a wheelchair accessible foreshore (beach) access.
  • Recommendation:

    That the District make a submission to the 2024 Community Excellence Awards for Excellence in Governance related to the Integrated Planning and Reporting program. 

  • Recommendation:

    That Council convene a closed meeting pursuant to the following subsections of the Community Charter:

    90(1) A part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

    • (e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality;
    • (c) labour relations or other employee relations;
    • (i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose; and
    • (g) litigation or potential litigation affecting the municipality.

    90(2) A part of a council meeting must be closed to the public if the subject matter being considered relates to one or more of the following

    • (b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.

    Following adoption of the above motion, the meeting will be closed to the public.
