We respectfully acknowledge that the land on which we gather is the traditional territory of the W̱SÁNEĆ people which includes W̱JOȽEȽP (Tsartlip) and SȾÁUTW̱ (Tsawout) First Nations.

  • Recommendation:

    That the agenda of the October 7, 2024 Regular Council meeting be approved as circulated.

  • Recommendation:

    That the minutes from the September 23, 2024 Regular Council meeting be adopted as circulated.

Report from the Director of Planning and Building Services.

  • Recommendation:

    That Development Permit 3060-20-5/23 for seven townhomes at 1131 Verdier Avenue be authorized for issuance.

Report from the Director of Planning and Building Services.

  • Recommendation:

    That Strata Conversion application for 7925 East Saanich Road be authorized for issuance subject to the following:

    1. That a report by an architect be provided that addresses the items outlined in the ‘Strata Conversion Handout’;
    2. That any improvements required to be made as per the architect report be carried out prior to strata conversion approval; and,
    3. That a covenant be registered prior to strata conversion approval to secure that the three residential units remain rental units for a period of 10 years after first occupancy.

Report from the Director of Financial and Information Technology Services/Chief Financial Officer.

  • Recommendation:
    1. That the 2025 permissive tax exemption renewal process with no change to Tax Exemption Bylaws No. 2157 and 2158 be approved.
    2. That Central Saanich Tax Exemption Bylaw 2210, 2024 be introduced and read a first time and second time.
    3. That Central Saanich Tax Exemption Bylaw 2210, 2024 be read a third time.
    4. That Central Saanich Tax Exemption Bylaw 2203, 2024 be introduced and read a first time and second time.
    5. That Bylaw 2203, 2024 be read a third time.
    6. That Central Saanich Tax Exemption Bylaw 2203, 2024 be excluded from any 1.5% of tax revenues policy reductions.

Report from the Director of Planning and Building Services.

  • Recommendation:
    1. That rezoning application 3360-20-07/2 and Development Permit application 3060-20-5/24, along with the draft Amendment Bylaw No. 2211, 2024 (2384 Alta Vista Place and 6673 Buena Vista Road) be referred to the Advisory Planning Commission (APC) and that the Commission consider the following:
      • Is the APC supportive of the application?
      • Are there any substantial issues Council should consider?
    2. That an Opportunity to be Heard (OTBH) on the variances be scheduled at a future Council meeting.
    3. That an updated arborist report be provided prior to consideration of first reading.

Staff note: The District has no policy to guide third party collections or promotions. The Backpack Project has had a display for many years in the Hall.

  • Recommendation:

    That Council convene a closed meeting pursuant to the following subsections of the Community Charter:

    90(1) A part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

    • (a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality; and
    • (e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality.

    Following adoption of the above motion, the meeting will be closed to the public.
