2023 Audited Financial Statements

Report from the Director of Financial and Information Technology Services/Chief Financial Officer.

• Recommendation:

  That the 2023 Audited Financial Statements be accepted.

Soil Removal Application – 7701 East Saanich Road

Report from the Director of Engineering. 

• Recommendation:

  That the Soil Removal and Deposit Application, dated 25 March 2024, for excavation of the proposed multi unit development at 7701 East Saanich Road be approved for issuance by the Municipal Engineer upon satisfactory completion of outstanding permitting requirements associated with the project.

13.1.1

Bill 44 - Small Scale Multi-Unit Housing Draft Zoning

From COTW item #9.2.

• Recommendation:
  1. That Zoning Bylaw Amendment Bylaw No. 2196, 2024 (Bill 44 – Housing Amendments for Small Scale Multi-Unit Housing, Inside Urban Containment Boundary) be introduced and given First Reading.
  2. That a community information session to inform the public about the proposed Zoning Bylaw Amendments be scheduled on a date prior to the Public Hearing.
  3. That a public hearing on Zoning Bylaw Amendment Bylaw No 2196, 2024 (Bill 44 – Housing Amendments for Small Scale Multi-Unit Housing, Inside Urban Containment Boundary) be scheduled for June 10^th to consider permitting more than the minimum number of prescribed housing units of Bill 44.
  4. That Council considered the provincial recommendations outlined in the Provincial Policy Manual and Site Standards prepared for Bill 44, Housing Statutes (Residential Development) Amendments Act, 2023, and specifically Site Standards Package B and C for lots requiring a minimum of 3 or 4 dwelling units prior to adoption of Zoning Bylaw Amendment Bylaw No. 2,196, 2024 (Bill 44 – Housing Amendments for Small Scale Multi-Unit Housing, Inside Urban Containment Boundary).

• Recommendation:

  That notices be prepared to inform the public that First Reading of Zoning Bylaw Amendment Bylaw No. 2172, 2024 (Bill 44 – Outside of the Urban Containment Boundary) will be considered at the June 10^th Regular Council Meeting.

Heat Pump Financing Program Local Area Service Bylaw Amendment No. 12

• Recommendation:
  1. That Central Saanich Financing for Heating System Retrofits Local Area Service Bylaw Amendment No.12, 2201, 2024, be introduced and given first and second reading.
  2. That Bylaw 2201 be read a third time.

Keating Cross Road Traffic Regulation Bylaw No 2160

Report from the October 23, 2023 RCM. As notification of the intention of the bylaw has now been completed, consideration of adoption may occur.

• Recommendation:

  That the Keating Cross Road Traffic Regulation Bylaw No. 2160, 2023 be adopted.

CLOSED MEETING

17.1

Motion to Close

• Recommendation:

  That Council convene a closed meeting pursuant to the following subsections of the Community Charter:

  90(1) A part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

  • (e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality; and
  • (k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public.

  Following adoption of the above motion, the meeting will be closed to the public.
