All Council meetings are being conducted in a hybrid in-person and virtual format.

  • Recommendation:

    That the agenda of the August 8, 2022 Regular Council meeting be approved as circulated.

  • Recommendation:

    That the minutes from the July 25, 2022 Regular Council meeting be adopted as circulated.

Correspondence dated July 21, 2022 from the Capital Regional District (CRD) Board, seeking municipal consent for Bylaw No. 4506, a bylaw to authorize the borrowing of twenty-five million dollars ($25,000,000) for the purpose of acquiring land for regional parks.

  • Recommendation:

    That Central Saanich Financing for Heating System Retrofits Local Area Service Bylaw Amendment No. 2, 2124, 2022, be adopted.

Report from the Director of Planning and Building Services.

  • Recommendation:
    1. That Land Use Bylaw Amendment Bylaw No. 2076 (7420 Veyaness Road) be introduced and given First Reading.

    2. That the child care facility proposal for 7420 Veyaness Road be referred to the Advisory Planning Commission for comment.

Adoption of the bylaw pending payment of the contribution to the General Amenity Fund and approval of the bylaw by the Minister of Transportation and Infrastructure.

  • Recommendation:

    That Land Use Bylaw Amendment Bylaw No. 2078 (7005 East Saanich Road) be given third reading.

Notice of motion regarding the essential healthcare worker shortage. 


 


Introduced at the June 13, 2022 RCM. Consideration of the motion and amendment was deferred to the August 8, 2022 RCM.


 


Attachment: Community Healthcare Support Network Proposal 

  • MOVED AND SECONDED

    WHEREAS it is well know there is a doctor and nurse (essential healthcare workers) shortage for residents of Central Saanich; and
     
    WHEREAS it has been documented that doctors, specifically family practitioners, are leaving the CRD, and housing costs are one of the leading reasons.
     
    THEREFORE BE IT RESOLVED that staff report back on the District of Central Saanich securing housing (SFD, townhome, and/or condo) to allow for a diversity of housing options for possible essential healthcare workers and their families, and other creative solutions to attract and encourage primary healthcare into the District.
     
    THEREFORE BE IT FURTHER RESOLVED that as part of the next Strategic Planning process, the District would look into the feasibility of buying and renting units (through a property management firm) to essential healthcare workers at below market rates to encourage family practitioners to move & practice (as a condition) in Central Saanich. These units would remain a District asset for as long as deemed necessary.

    That the motion be amended as follows:

    That Council convene a closed meeting pursuant to the following subsections of the Community Charter:

    90(1) A part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

    • (g) litigation or potential litigation affecting the municipality.

    90(2) A part of a council meeting must be closed to the public if the subject matter being considered relates to one or more of the following

    • (b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.

     

    Following adoption of the above motion, the meeting will be closed to the public.
